When will this get a proper reissue? This is his most (in)famous and best-selling album, yet it's less available than Unconditionally Guaranteed and Bluejeans & Moonbeams. Who is to blame here?

The ZFT definitely.
In a perfect world, it would get an expanded CD reissue with the original zappa mix, a full remix done by Drumbo, and the "trout house" material that's on the old Grow Fins box set

The "definitive edition" remaster issued by Zappa in 2013 sold out very quickly. Why are they letting it die? It sold better than anything else on the Zappa store.
Does it have anything to do with the animosity between Frank and Don during their lifetimes?
