The only cases where best of compilations don't work is for concept albums and if said artist has way too many quality records. For an artist like Radiohead whose only full albums I enjoy are Kid A and Amnesiac, I would gladly take a best of or make my own playlist of the only small number of good songs they have on their other albums.

In fact, the majority of musical recording artists in existence are better off with singles releases or best of compilations because very few really made albums where every single track is quality.
