The first good ones were U.F.O. The Bolton albums are some of my all time favs, and though Schenker is technically a better player, he fucking killed the direction of the band. At least they've been touring along with Saxon

OP asked a stupid question. It doesn't matter what someone considers the first when so much of the shit was happening at the same time and most of it is stupidly obscure for good reason. Psychedelic music has roots in blues rock, electronic experiments and British folk music as far as I know so does the first psychedelic song have to be one of those or does it have to incorporate all of them in a psychedelic way and how do you determine what is psychedelic enough? I'm trying to say don't waste your time, listen to Caravan.
