Trick question. You have to study music theory and know how to write for classical performers without going through an orchestrator to be considered a classical composer.

Usually pop stars either don't know enough theory to into classical, or plainly refuse to learn theory, thinking it will "limit their creativity".

Essentially a pop star would have to go back to university/college and get a music degree majoring in classical composition in order to become a composer. I think you'll find that is incredibly rare, especially for people who are considered "stars", ie. have become famous from their music - all without having to know the range of a clarinet or sonata form or how to write a 4 part fugue, or about inner-part voice leading.

Generally classical composers start out studying classical music, or they come to classical music later in life, having led a life that was not that of a professional musician (Rautavaara for example).
