I have to go with Automatic by a sliver but both are good albums.

I never really connected with Out of Time for some reason, it seems like it has a lot of relatively unmemorable filler to me

Out of Time does have some filler and bad music, definitely(shiny happy people was a sellout single for kids and the band admitted this) but it does contain their signature song and other good songs like Half a World Away and Near Wild Heaven
Automatic was definitely a more honest record with stuff like Man on the Moon and Drive. It also had Sidewinder(which everyone hates but is my favorite REM song) and a lot of solid tracks. I do agree that Automatic is a better record but I really like Out of Time desu.
