As I always understood it, krautrock is typically considered a subgenre of prog
However, krautrock tends to rely much more heavily on improvisation and draw much greater influence from psychedelic and electronic music than your average prog + the fact that most krautrock is almost entirely instrumental

I'd say that krautrock is basically a minimalistic version of prog (and minimalistic in the sense of minimalism within music). It's effectively a subgenre, really.
