I forget Wire were there from the beginning. They were so far ahead of the curve, it's unreal. Then again a lot of Post-Punk was pre-Punk even (Pere Ubu, Devo, Swell Maps).

That said, if you're counting bands which started out in the punk era but didn't put out anything in the typical punk format, they've also got stiff competition from Wire and the Banshees.
