I don't know about all time, but Elliott Smith was without a doubt the best singer-songwriter of the 90s. His entire discography is flawless and his ability to craft these emotional rollercoasters was beyond astounding.

It's not a very fair comparison to make. Dylan's had a lifelong career. Drake made 3 albums and checked out. His 3 albums were fantastic but who knows if his 4th would have been.
