trying to compare jazz to another genre is asinine simply because of how free the form is. jazz is really fucking jammy where it's a players genre. most jazz pieces have a short head followed by comping chords for someone to solo over.
besides form the speed at which the pieces move is unparalleled. other genres relax and sit in one key you can get away playing a pentatonic scale is rock or pop in jazz it doesnt work that way. the chord jazz are so drastic and fast that even using melodic, harmonic, and major scales doesnt work for soloing over the changes.
finally if we look at the chord variety its absurd. most other genres use base major or minor chords. maybe an octave chord if they wanna be fancy. ive never seen any other genre of music besides maybe math rock use an AflatMinor7thFlat5
