Make some ads on Craigslist or something. Say you're looking for a musician to score the game. Once you find someone, discuss how much that person wants and try to haggle with them.
Never try to "pay someone in exposure." You can't pay bills with exposure, and you're only going to insult them or piss them off.

Any idea on how much of 20-30 minutes of passable electronic music would cost? I'm doing this all on a shoestring budget as a side project. I've made everything from the game engine to the character models myself, but I'm not very good at producing music.

$250 if you're dirt poor, $500 if you're cheap but you want them to put some effort into it, $700 to unlock the ability to be picky and bossy, $1,000 if you want a 10/10 soundtrack and expect nothing less

but seeing how you've done everything yourself except the music, then just $500 for the soundtrack should probably do.

OP, making ambient minimalist music is super easy and very suitable for video games. Think of the soundtrack for a game like Monument Valley or NightSky. Literally all you have to do is turn the attack all the way up so that every note sort of swells up, turn the release down so it releases slowly as well, then play random white keys for 8 minutes. You can literally just ad-lib for as long as you want, and do it for free. Hell, you can even do it on a tablet, if you want.

The result will sound somewhat like this, sans vocals.

It's a pure multiplayer game so there isn't any set pacing, although I was toying with the idea of dynamic music where different audio channels of the song would fade in and out depending on what the player is doing. I'm more or less done with the game engine, so now I'm getting started on the art. I'm more in the concept music phase since I want to have it as a reference early on so all of the art really meshes well together. Overall it would be nice to imitate the musical feel of the songs in the OP.

You control these high speed remote operated hover tanks and shoot each other. The premise is that it's a future spectator sport sort of like F1 today, where players can heavily customize their own vehicles and compete against each other.

Webm related is a shitty tech demo I recorded a while back. My recording software is shit so it's super laggy, though.

It's intended as a spiritual successor to this game called Sodium One from eight years ago:
