You clearly described Grimes' albums here. On Visions everyone will agree Genesis and Oblivion are good, but rest of it (especially the second half) is the definition of filler. You can easily fall asleep as to have unengaging, bland and empty that second half feels. Similarly with Art Angels - some good ideas, but gets boring quickly.
