20's has energy, 30's experience.
Usually artists that hit it big in their 30's make better music than artists that hit it big in their 20s and are still making music in their 30's.
Since ageism is very much a thing in the music industry, it forms the illusion that most good music is made in the 20s and early 30s before artists are tossed to the side to make room for new ones.
>in b4 Leonard Cohen, Nick Cave, Radiohead etc
Those are called exceptions. The exceptions that most artists will never be.
he wrote unknown pleasures at 22

We're talking about real music, not female artists or manufactured pop, so no there is no ageism and no one gives a fuck about age, if they do then it's part of the manufactured pop umbrella.

20's
teens, they're still getting hang of shit
20's, have perfected their musical skills, stopped trying to be edgy and have the energy of a teenager, with the mental maturity of an adult.
30's, get arrogant, complacent, tired, burnt out from making music or just from life in general (as a 30s fag I can attest to this, fuck everyone.) and start getting pretentious with their music (see: robert plant)
Or they play it slower, or more "creatively" which is usually a watered down version of their previous works, they also only rely on their previous works, newer stuff sounds okay, but not as good as earlier.
40's. "REMEMBER WHEN WE MADE GOOD MUSIC? HER'S US PLAYING IT NOT AS GOOD AS WE USED TO."
50's, 60's, etc. See: Rolling Stones.
