Who decided that the word for the bloke whose name is on an album cover above the title be 'artist'? Wouldn't 'performer' do the same without diminishing the value of art?

Because the bloke with the name doesn't normally music, and if he does he releases things under a band name, and a band is not one musician.
Actually it is the other way around, some of the first uses of the word 'artist' in English are for artisans, people who follow a trade: carpenters, masons, even doctors and surgeons. Only later did the word near exclusively become associated with a practitioner of the fine arts like sculptor or painting.

"Art" Doesn't really mean anything in this day and age. Literally anything can be art. You don't need to worry about the word being devalued - it is already worthless.

It isn't worthless, only crying fools like you think that. Yes anything can be art, but not everything is. Instead of having your hand held these days and someone else telling you what you are allowed to appreciate art is open for anyone to decide for themselves. But people are terrified of thinking for themselves so they declare art dead and complain when other's don't agree.

There's no need to refute such a stupid statement. Look in any dictionary and you'll get a meaning, ask anyone and you will get a meaning. Sure the meanings might not be consistent but that doesn't mean 'meaningless' in fact it means the exact opposite, that it has too much meaning. Ask for an example of art and someone will likely point out a da Vinci or a Beethoven, how can it be meaningless if people will do this frequently. The onus is on you to prove your assertion that 'art' is meaningless.

Better yet, there should be a distinction between a singer and a singer songwriter producer. Artist is too broad, like Beyonce shouldn't be called an artist.
because the individual releasing the music may not be "performing" it, for example if it's composed entirely with step-input in a DAW then is the individual performing it? or is the computer? Artist is just a broad term
