The album isn't like that at all, it's more like standard roxy music/bowie/elton john sounding and then the closing track comes in sounding like that, It's insanely effective in context, one of the best closers on any album.
I personally don't like his ambient stuff that gets all the praise but he's pretty much got something in his repertoire for every music fan, give him a serious look.

I've tried listening to bits of a few of his albums, but nothing ever clicked with me-- which is weird because Bowie's Berlin trilogy is my favorite Bowie. I'll have to try again at some point.

There's a wild tonal difference between Bowie's Krautrock era and Eno's first two, very Glam solo albums. I'd say you'd have to be more into Ziggy Stardust-era and Roxy Music's first two LPs to get into it.
