I think Europe is into more lyrical stuff at the moment (Grime), which is pretty reminiscent of 90s rap in the boom-bap, bars-heavy style. That said their like 20 years behind the curve

rap is very popular in Europe but we're still stuck in that gritty real thug gangsta rap worship. It has barely evolved since the late 90s (the bling rap era came and went without any consequences) and trap beats have become somewhat prominent but there's not much happening.
and there's also RnB-ish autotune ballad bullshit that's popular with girls, and Grime in the UK.

But thankfully, the whole goofy quirky dyed hair emo rap nonsense hasn't caught on yet
