What is this type of music/aesthetic called? Like it's ambient electronic music, but there are hints of educational videos from the late 80's/early 90's (second link), with that particular kind of synthetic music (first link, especially very beginning). Feels like a cousin of vaporwave, but I'm not sure it's quite that.

It can be called ambient techno. The clips of old educational videos do not make it a new genre, and it is not vaporwave. The stylistic choice to include those sound clips foreshadows a trademark of the vaporwave sound, but it is not vaporwave, and many artists were inserting voice clips into their music before, during, and after the time of MHTRTC. Frankly I do not see why identifying its genre is even important.
