DJ Shadow himself said himself he wasn't trying to make the first all sampled based album because he assumed it has already happened.

I'm honestly not informed much about all sampled based albums and how they count. I've tried looking information about it but got nowhere.

You should check out Negativland. They made a bunch of these sound collage albums during the 80's, I'm not completely sure if they are 100 % sample based but my bet would be that they are.

Plunderphonics was coined in 1985, and was essentially done earlier in the 70s.
Tape loops were developed in the 1940s.
Entirely sample-based music is fairly old, and is probably only a bit younger than recorded music.

Drain - Offspeed And In There came out about a year before this as I recall. When I walked into a record store about that time and asked for something similar, this DJ Shadow album is what they handed me. Drain is the side project of the Butthole Surfers drummer so that's how I got into it so early.
