It never meant anything, people just started tacking it on to breakcore at some point and it stuck but as far as im concerned op is asking for recs based on aphex, those were mostly solid suggestions, being autistic about genres is doesnt make any sense especially when discussing artists that have stuff in many different genres

I interpret it as the "un-genre", a category of musicians where electronic artists make music that violently crosses genre boundaries like aphex twin, squarepusher, autechre, amon tobin, clark... etc. There's also a certain "sound" that they have, so it's context sensitive.

But overall "IDM" as a term is absolutely meaningless
