the bends is my second favourite radiohead album, behind ok computer. and I've listened to all radiohead albums many many many times

Because it's not 'experimental' enough which is a bullshit reason. It's plain alt rock but it's an absolutely amazing record

It's a good album but it isn't considered their best simply because their subsequent records have musicanship, scope and attention to detail that completely blow this album out of the water.

The Bends is a top tier 90s all rock album, and the only reason that it doesnt get as much recognition is because they followed it up with 2 of the best albums of all time. If this album was made by anyone other all rock band in the 90s it would be considered their best album.

I think their best three are OKC, IR and The Bends. The last two are in no order, OKC is flawless.
