A producer is the one who gathers resources in order to complete a track/album. They can be directly involved in mixing and mastering or contract a studio engineer or label engineer to do the work. Usually in hip-hop there are multiple producers listed because producers generally make beats for hip-hop. They have to include any other producer they A) sampled from B) who added any input to the slightest tone or melody in the track C) made any adjustments mixing or mastering the track, etc. etc. The reason hip-hop tracks have numerous producer credits is because it's a collaborative effort, even if it's the most minimal thing, and they're required credit.

Just think of it like this, you're in the studio with a group of your buddies, people with like minds, ideas, and creativity. You're all listening to a fire ass beat and someone speaks up with a suggestion they feel will add something to the beat. If it's tried, and officially added to the track, boom, there goes a credit. It's not like they're all literally sitting in a circle "writing" a beat or writing sheet music.

Producers are also responsible for getting distributors involved as well as graphic artists, whatever it takes to make the album a full production. Again, they usually hire designers, PR and marketing firms or people in order to achieve the end product. But DJ Khaled, he seeks out a beat, finds rappers he think would sound best on said beat, then gets them all in a studio and gets it recorded. He produced the track. It was a DJ Khaled production because it came from his work and his mind, although the beat makers and rappers were the artists involved.
