Yeah, for two reasons
1. U2 had to work their way to the top and their earlier gigs would have had their Post-Punk contemporaries performing with them
2. When U2 got popular they knew most of the audience didn't give a shit about the opening act so they'd put on whoever they felt like putting on, the more outlandish the better i.e. Public Enemy, Primus, EN, etc.

They've also had stuff like Smash Mouth support them as well, so it wasn't always good

IIRC, U2's label pretty much forced them to take on Smash Mouth as an opening act on the American dates (because they were a new signee and just blowing up with "Walking on the Sun") because U2's singles from and the album itself bombed commercially and critically and the tour was struggling sell tickets in the US.
