Kanye likes to play with noise, the human voice, and song structures in interesting ways. He's clearly studied music, unlike almost every other rapper.

There's not much to it. Pop music is almost uniformly garbage, so whenever someone with a semblance of musical talent appears, it's only natural that they get a lot of praise. Same thing happened with Nirvana in the 90s.
Also, keep in mind that these dadrodckers will be praising other, less mainstream artists; you just won't hear about all the other cases because they're not newsworthy.
