That is very easy. The OP was making a spicy and rhetorical opening statement, which is a common mode of discourse on 4chan, and meant to get the argumentative and thinking juices going.

Context is sufficient to suppose that both the OP and the FP were (possibly) seriously suggesting that both Bob Dylan and Tupac Shakur are both undeniably serious and relevant artists. But of course, this is clearly false, as Tupac was a dumb guy with a weak flow (a perfect example of this is that he manages to slow down and be the least interesting contributor to the otherwise excellent /Same Song/, by Digital Underground), and yes, as Bob Dylan is a whole tedium to listen to, his atonal, artless lyrical rambling never rising to the level of real music; even Leonard Cohen gets the monotone thing much better than him. Instead of two-pack, do biggie (actual lyrical invention, here). Instead of Dy-lan, do Co-hen (actual poetry, here).

To his credit, Dylan sorta-declined his undeserved prize in the immediate media frenzy, but as expected, he's sorta-quietly accepted it since. No accounting for taste.

OTOH it's also possible that the posts were meant with some level of trolling intent, though this seems somewhat unlikely, reading between the lines of 4chan posts in general. One must always be one one's guard.

As far as these sorts of things go Grimes is still very young at this music-making stuff (she's only been active in the business for around 6 years.) And the fact that so many people such as yourself don't even seem to realize that speaks volumes about her sheer level of talent.
