>Aphex Twin has accused Kanye West of trying to plagiarise one of his songs for use on My Beautiful Dark Twisted Fantasy. The rapper and his reps allegedly “tried to get away with not paying” for Aphex’s track Avril 14th, which forms the musical backbone of West’s song Blame Game.

I believe it's a miscommunication and a confusing statement.
What actually happened was that Kanye's team sent Aphex their already worked out version of Avril 14th which they made themselves on piano, hence the "it's ours" and why in the album credits it says "contains elements of" and not "samples." The rudeness of Kanye's team and the way Richard speaks make this confusing, I think.
