I wouldn't at all

Oasis were a straight up classic rock band, Blur were indie, Suede were glam. Republica were some weird blend of electronic pop-punk, Pulp were experimental, Verve were dream and shoegazy. Basically everyone was making different forms of alternative rock and sounded nothing alike.

I'd bet you anything nobody has every heard a record for the first time and classified it as "britpop"

Not that guy, but shoegaze has a discernible, physical sound and isn't culture/country dependent. You had lots of bands from all corners of the world exploring noisy guitars drowned in effects with whispering vocals harmonies underneath. Meanwhile Britpop was very British-culture orientated. Hell, Suede's s/t, arguably the originator of the whole thing is pretty much a modern glam rock album.
