What are some great artists who generally produced upbeat music with a sense of fun?
I feel like a lot of bands and songwriters who enjoy long-term critical praise tend to be a lot more serious and downbeat - critics love a tortured artist after all. What are some acts that made/ make quirky, interesting music without being excessively moody?

I think XTC had the same pop sensibilities of your average powerpop band, but were outsiders that could only really translate any of those sensibilites through jittery new wave, goofy lyrical content, and post-punk delivery.
They were godtier guitarists, brilliant songwriters, but above all just a bunch of guys who had fun making music.
the only bands I've found to same that same level of enthusiasm and playfulness to their music is maybe The dB's or Sparks. Would also love to hear some more recs.

B-52's fit the bill, I'd say. Them and XTC always reminded me a little of each other, actually.

XTC deserve the same level of popularity as... I dunno, The Cure. One of the absolute best of their era, and any era really. At least 6 or 7 stone-cold classic albums over a 20 year period and basically no bad ones. And unlike The Cure they knew when to call it quits.
They get the acclaim but they should be talked about more.
