Why isn't this praised as one of the greatest albums of all time?
Not only was it brilliantly experimental, the songs are really fucking solid. Was the public not ready for it? Are we still not ready?

What made it "brilliantly" experimental was the fact that the music itself was accessible and great. The experiment came from physically listening to it, turning the album into either A: a social listneing experience with friends/other fans, or B: an equipment junkies wet dream

Neurosis and Rosetta did the multple disc gimmick better

I'm a big Flaming Lips fan but I wouldn't say that it's even one of their best. I really like Riding To Work in the Year 2025, The Train That Runs Over the Camel But Is Derailed By The Gnat, and March of the Vegetables. But the rest of the songs are a little too all over the place.
It's a transitional album clearly so lots of good stuff was created but lots of other stuff was a bit messy. Which is to be expected. They were writing and recording it at the same time as The Soft Bulletin, which I think is a 10/10. So obviously they were working towards great things with the Zaireeka concept.
The reason that this album doesn't get any real praise is because of the asinine (but cool) idea of buying a 4CD release where you play all 4 CD's simultaneously is way too weird of a concept for normal music listeners. It's a tedious idea and ruined the potential of the album going anywhere. I think that the boombox experiments were genius but it didn't translate to a commercial release. Fun fact, Krist Novoselic was present at one of the boombox 'performances' where people held the boomboxes on stage and Wayne and Steven 'conducted' groups of people with hand gestures. There's a lot of good documentation on the boombox experiments so finding the one where Krist is there isn't hard, he even waves to the camera I think.
