Why that's never gonna happen. Dropout Bear officially and unceremoniously died after My Beautiful Dark Twisted Fantasy. Fans have tried to keep it alive, but Kanye hasn't acknowledged it or used it in official artwork since MBDTF. Pic related.

The Dropout Bear died after 808s. The MBDTF cover is actually fan-made. George Condo has only made six covers for the album, five of which were chosen for the physical releases. This supports the idea that the Dropout Bear will never return, though.
