Saying it is the highest form of music may be going a bit too far, but there is some truth in what you say. I never thought about it like that but there is actually much music composed for games that is quite listenable.
listening to videogame music is almost always an incomplete experience, same as listening to a film score. most videogame music is written to be non intrusive and to fill in the dead air that the rest of the videogame leaves empty, which is very restrictive gimps the listening experience severely when not playing the game it's from. this applies to "film score" type video game music, which is usually what crossover /v/ posters mean when they come to make a thread about the ace combat ost being the pinnacle of orchestral music or whatever the fuck i dunno fuck this thread
