If you want a real answer it's because after the atomic bombs the idea of Japanese Masculinity essentially died. Haino and Mizutani were part of the first couple of generations that grew up in a post WWII Japan, so crossdressing was something that embraced an emasculated Japan in a sort of edgy way, eventually it fused with American rock styles and became Visual Kei and all that other shit.
