as most genres (in particular big ones like this, that at the same time spawned diverse subgenres), it's pretty hard to form just one definition. you could think of it as music from the mid-70s onwards that took the punk ethos but instead of focusing on three chord fast songs used that to explore other sounds with some more "avant" sensibilites to it, sort to speak. for instance, PiL's debt to dub or no wave's interest in dissonance and noise.

My take on post-punk, put on chart in chronological order:

Blondie - s/t (very much indicative of post-punk and new wave. Definitely has a punk sound to it, performed at CBGBs during those days, but at the same time the music isn't exactly quite punk. Whether it's New Wave as a definition of rock music or New Wave as a definition of electronic music, this record does both and has influenced others that are either one or both)

Pere Ubu - The Modern Dance (entail punk's speediness, the genre's origins from garage rock, surprisingly technical instrument play akin to Television and Minutemen, weird kind of electronic fuckery akin to Killing Joke and This Heat which is also influential to industrial groups)

The Pop Group - Y (entail the crazy genre experimentation of post-punk being dub, funk, free jazz, having not only the surface level aspects of those forms of music, but even stuff like a conductor and studio fuckery)

Joy Division - Unknown Pleasures (shouldn't have to explain this one. Picked UP even though I personally enjoy Closer more due to how much more influential UP is)

It's more than that. It implies that the album is largely constructed from samples, particularly many small ones. While Discovery makes extensive use of sampling, the focus is on larger samples as the basis for entire songs. A better choice might be something like Paul's Boutique that, while ostensibly a rap album, engendered modern music sampling laws due to the sheer number of samples used. Any Girl Talk album could be called plunderphonics as well.
