What do bands like The Strokes, The Hives, The White Stripes, etc. have to do with garage rock? They sound like rock and roll bands with decent production and that's about it

Nonsense. The Hives sounded like Iggy Pop and the Stooges covering New York Dolls songs. Nothing they did was original or innovative so they just fizzled out.
All of the aforementioned groups are considered to be part of this "garage rock" revival which was really just four or five bands that didn't sound like the overproduced post-grunge / nu-metal shite that was everywhere in 2003. They all had a more raw tone and of course music critics have to say that this means that it's a revival or rehash or redo of something earlier.
