It's a pop album and it did basically end Bowie's seemingly immortal creative streak.

How? Diamond Dogs is still in the tier of Ziggy and Alladin Sane. Honestly it's probably the second best of the trilogy mostly just because it feels more consistent than Alladin Sane, also tracks 2-6 make my balls drop and cum.
