Eh well house and techno started off pretty separately but they have had a lot of overlap
still it's pretty obvious what is house and what is techno if you listen to it at all
the difference is smaller than rock vs jazz, but is bigger than grunge vs punk

House and techno are significantly different in spirit, but there's a lot of overlap if you consider tech house, microhouse and some artists who don't really belong to one subgenre. You'll find a lot of DJ mixes mixing a bit of both too.
Downtempo is different and rather loosely defined, it can be somewhere between ambient and trip hop or sometimes between ambient and other electronic genres.
