Why is 90's and early 00's Bowie so underrated?
Iv'e been slowly going through his discography for the first time over the past year and i'm almost through Tin Machine.
Is his 90's and 00's stuff bad? I heard when he was on tour with Nine Inch Nails people would leave during the Bowie parts.

I can't speak for everyone but here's my thoughts on it.

Black Tie White Noise is a fantastic underrated album. Lots of jazzy brass and electronic drum beats. It's basically all about his wedding and I thought a lot of the songs were great.
Personal favorites: Looking for Lester, Jump They Say, Don't Let Me Down & Down

Buddah of Suburbia is a mixture of hip hop and ambient. About half of the albums are instrumentals. It's not a BAD album but it's definitely forgettable sometimes
Favorite tracks: Buddah of Suburbia, Sex In the Church

Outside is one of his tightest concept albums, it focuses on the narritive of a murder and ALL of the songs relate to it in some way. It's musically very dark and industrial. While there are some GREAT highlights there's A lot of filler to get through too.
Favorite tracks: Strangers When We Meet, A Small Plot of Land, The Motel

Earthling is a high energy, drum and bass dance album. a LOT of fun tracks and one of my personal favorites. It's a lot less lyrically focused and more focused on the instruments/sounds, but it's still a great listen
Favorites: Little Wonder, Dead Man Walking, I'm Afraid of Americans

'hours...' is more melancholy and sentimental, focusing a lot on drum machines and guitars in a sadder sense. A lot of people see it as a more personal album but at times it can get slightly dull.
Favorite tracks: Thursdays Child, Survive, New Angels of Promise

Heathen is one of his strongest works by far. A lot of people consider it one of his best of his later career. His vocal performance is fantastic throughout and the interesting instrumentation on the tracks will help anyone love it.

Reality is more straightforward rock compared to the last album and it would be the last album he made before his 'retirement' for several years. It's a good album despite some forgettable weakspots, and has one of the best closers to a Bowie album I've ever heard
Favorite Tracks: Bring Me The Disco King, Fall Dogs Bomb the Moon, New Killer Star

The Next Day is basically 'renissance Bowie' where Bowie reflected on his past and made a few sadder, slower songs. But there ARE some punchier tracks that keep you interested throughout. It's somewhat milder but not boring in any way.
Favorite Tracks: Where Are We Now?, The Stars (Are Out Tonight), Valentines Day

Blackstar is his gritty, jazzy final album. A lot of more depressing themes and it has a lot of energy. A fantastic album to end a career on with some amazing tracks.
Favorites: Blackstar, Lazarus, Girls Love Me

Bowie was going through a bit of an identity crisis, and not many of his fans stuck with him through it; the Glass Spider tour is where a majority was left behind, so he was almost starting fresh by the time he made (and dissolved) Tin Machine, then went in with his next album Black Tie White Noise

Bowie reunited with Eno for the album Outside in 1994, the original album which can be heard in part on youtube was rejected by the label, so it was made more poppy and commercial to become what it is today, an avant-garde concert album which I personally consider Bowie's most underrated classic

Bowie toured with Nine Inch Nails to promote the album, and in 1997 the album Earthling was released which has Bowie's most popular single, I'm Afraid of Americans

By 1999 Bowie decided to put the brakes on that direction and go AOR, writing the songs that became 'hours...' while also providing the soundtrack for the game Omikron

Heathen was an excellent return to form and Reality went even higher on the pop scale with his best tour yet, but it was pretty clear Bowie was only going to be mostly known for his 70's work

There was a time where it was free on Steam after Bowie's death last January

The deluxe version of Hours includes the versions of the tracks used in the game, I've always thought Hours was unappreciated because for the album to really click with you you need to listen to it with the right mood

For OP, his later work is definitely nothing to sleep on. Musically, it's all far more varied and experimental than most of his older albums. Outside is especially fascinating, having a physical copy with the booklet to read makes it even better; comes with "diary entries" for the story.

If the Next Day has a failing it's just that Bowie wasn't in full voice, but the songs themselves are good. Where Are We Now? isn't one of the better songs which I think really turned some people off.

I dunno, I haven't listened to Heathen in a while (I'm doing it now), but I always thought it was telling that the best songs are the covers.

Well I didn't like it either that much but trust me, the highlights are REALLY good highlights.

And if nothing else Strangers When We Meet is one of the best songs Bowie has ever made. Definitely in my top 10.

I guarantee that people left during his performances during the NIN tour because NIN fans are the fucking WORST to any band that isn't NIN.

I say this as someone who has been to five NIN concerts and one How to Destroy Angels concert.

NIN fans will goad, taunt, boo, and generally heckle/harass openers. It happens all the time. It's kind of their "thing."

These are the bands I saw open for NIN and HTDA:

Every single time, the crowd displayed visible contempt toward the openers. The show with Street Sweeper Social Club also had Jane's Addiction on the ballot - their first run of shows with their original line-up in like more than 15 years playing music only from their first three albums. Majority of the crowd left after NIN and didn't even bother sticking around to see Jane's Addiction. Don't ask me why.
