What exactly prevented them from becoming a huge "classic rock" band?
Almost every song on this and the debut feel like hit singles

I recommend checking out their documentary
I think it confused a lot of people back then who thought they were gonna be huge
Their label fucked them harder than a Catholic schoolgirl, it's a shame really
is there a power pop/pop rock essentials chart?
Incredibly bad luck with record labels that fucked their chances at every turn.

Seconding this
They didn't get enough attention from their record label and got burned. They're also a little more intricate than the usual classic rock outfit, which might have prevented them from being promoted more.
Power Pop in general isn't really popular at all though, outside of like Weezer.

Cheap Trick was pretty popular at some point. My Sharona was also a popular (and reviled) single. Of course for the most part Power Pop flirted with the charts but never really became dominate.
O My Soul is a fucking great album opener. The guitar/organ intro gets me hard every time.

Next to no promotion from their label and Bell was pretty angsty about being gay.

Wait one of them was gay?
