You can't explain that which isn't true. But long story short, if you have a ton of counties, and a ton of post punk bands, there is more than likely to exist at least one county for which an above average number of post punk bands originate from.

athens was a college town that had a closely knit scene + support systems (labels, venues etc). same deal goes for olympia, dunedin, and a bunch of other weirdly small/fertile scenes- it's an environment where weirdos or people who have a shared approach/mindset can find one another and prop each other up.

pylon, b-52s, and rem are the ones that come immediately to mind, but there's a whole host of smaller bands that came out of athens. plus nmh and the whole elephant 6 deal, which can't really be easily grouped into post-punk but is another example of the vibrancy of the place's musical output.
