Well this may be personal bias but yeah, I definitely think it could be a contender. I loved the album
A lot of wonderfully composed, brassy pieces. Some of the more tribal touches fit great, And "The Dull Flame of Desire" is debatably one of the best pieces she's made.
....But then again 'Declare Independence' is on there too so that might knock it down a peg, so I see where you're coming from.

I agree, that album got way more shit than it deserved. I think Lotus Flower is my favorite song by far, and that includes anything off OK Computer or Kid A.
I wish they would explore electronic music a bit further rather than latching on to a previous version of themselves like they did for A Moon Shaped Pool (great album, just sounds dated). I had some faith in Thom when he did his Boiler Room sets and did a series of collabs with electro producers, but I was sad that he didn't incorporate any of that into their most recent album.
If we're counting NotM and the powers that B as a double album and not counting the obvious shit like runway and interview then I've legitimately seen threads about each album of theirs being their best.
