For all we know, we could be a computer program that has become sentient in a world where sentience is only for those with power.

If we assume the waterfall is the Niagara falls, and that one roll of paper towels can absorb one liter of water, it would only take a bit more than 48 hours for the towels to be completely soaked. This also assumes that any water rushing down will immediately contact a dry paper towel and nothing more. So the paper towels can't win by absorption for very long.

The amount of paper towels alone, assuming they have a volume of about 50 cubic centimeters, would be enough to build about 40 Hoover dams. That'd definitely be enough to at least redirect the water, but since there isn't a neat little canyon to contain it to, the water would just go around and still be a waterfall.

I think waterfall wins.
