Pinkie Pie is probably the most frequently mishandled by the writers, even though I find most Pinkie Pie episodes are great. When she's not the focal point most of her dialogue involves terrible random jokes. Other times they work though, it just depends on who's writing or how much they care.

The episode had a few holes in it however I'd say it was the writers best portrayal of Pinkie all season. The sad part is I doubt they will do much better.
I'm still waiting for another Pinkie Pride tier episode for her but I doubt she will get one where we get to see so much into her character. Instead we will likely just keep getting the LEL RANDOM XDDDDDD episodes that have made people like you come to expect Pinkie being only the dumb plot device.
