To be fair, a foreigner should have to pay in since they don't pay the taxes that would provide upkeep for such a facility.

Flight School, being a school that teaches ponies with wings to not die, would be covered by the government simply to keep low the number of pegasi literally falling to their death en mass because they didn't have proper teaching. Considering Griffonstones disarray, it actually makes sense a griffon would send their kids to the free school over in Equestria that presumably also provides food and the like.
It's a school for flight, not a trip to the museum and some textbooks. It's a medical necessity when one third of your population is at risk of flapping really hard and then dying.
