Applejack should be higher on deserved than suffer considering how obnoxious she became in later seasons. Sweetie Belle dealt with bullying and while it isn't great suffering by any means, its still more than she deserved. Scootaloo definitely suffered more than she deserved due to even worse bullying, not being able to fly, and having parents that are never around.
