Truth is, and this is one people don't want to hear, but the most humane thing to do for the stray cat population at this point is mass euthanasia.
I don't dislike cats, I got an awesome one myself, but stray cats are doing massive property and ecological damage in America. Heck I picked my cat up from about fifty in the backwoods by my house, and there were a lot of dead birds back there.
On top of that, a stray cat's life is one of stress, fighting, and disease, leading strays to live a fraction as long as house cats.
I know some of you might think that more effort put into finding these cats homes will solve the problem, but at this point the problem has grown beyond such a simple solution.
Lowest estimates for stray cats alone in America is 70 million, and there are roughly 128 million homes in the country. It sounds doable until you remember that households with allergic people are out, as are those homes that can't afford pets, and of course just people who don't want a cat, so even if every available household took in a cat, it's still going to be cutting it close.
And remember, that's just stray cats, there are also many stray dogs who need homes as well.

Yes, this is all very sad, but I think it's time people admit there won't be an easy, much less wholly happy, solution to the stray problem in America.
At least if all strays were put down now, it would wake people up to the reality of the situation and they would demand proper legislation be put in place so that the problem never reaches such a point again.
For instance, requiring by law that all pets must be spayed and neutered, and issuing a fee for any pet who isn't.
This would eliminate accidental litters as only owners intending to breed would be will to pay to have un-nuetered pets.

And someone mistook him for one of those mangy, scraggly beasts from the woods. It was sad, though I do take responsibility for not chasing him down when he got out. He'd done so a few other times, but he always came back when he was hungry, so I didn't bother looking for him until it was too late.

I know some people in my area put anti-freeze out for cats, which not only kills more then just the cats, but anti-freeze poisoning is a really painful way to go.

But seriously, I'd kill cat's in the defence of other animals. Cats are thrill killers, which means regardless of whether they're hungry or not, they'll still hunt.
By killing a stray, you are effectively saving dozens, if not hundreds of native birds and other small wildlife from an evasive species.

Dogs are scavengers for the most part they really only eat whats given to them or what they find, of course we get that occasional killing of a dog who attacked another animal but it's rare now since dogs tend to be more friendly.
Cats on the other hand love to hunt even when they are not hungry and they tend to ruin bird and small rodent population I'm not talking about rats.

Now, as for my cat, the grey one was a wakeup call, and my current cat is a strictly indoors cat, which professionals agree, is the best thing for them, so I don't have to worry about him getting at any birds.
Being outside can be very stressful for cats because they begin to follow their instincts to create and maintain territory. They feel the need to keep other cats off their turf, resulting in, of course, stress, but also fighting, which in turn exposes them to even more injury and disease than just being outside does.
Nope, it's better to just keep your cat inside, play with them, get'em toys they like, maybe open a window with a screen in it to serve at a natural kitty TV, and keep them safe.

Of course I would not kill my cat on the off chance that it got outside, but I was right there ready to bring it back in.

This is a tough one. Ideally, you want to get your cat young and simply never let them outside. My cat, Omen, was a stray kitten I picked up in the woods after the loss of my cat, Gus, and once inside, I simply kept him there so he never really wanted out.
If your cat is already grown and is an inside/outside cat, you're gonna have to bite the bullet. In the end, the only real option is to keep them inside until they give up on going out, which will be annoying for you, but there's some small training steps you can take outside of the battle of wills you will have to have with your cat.
Carry a water spray bottle and when you're on the outside, about to open the door, just open it crack. If you see that your cat is right by the door, then bend down and give a quick spritz of water at her chest area. Don't squirt her in the face. Once you spray, shut the door.
Keep doing this, and she'll hopefully give up sooner.

Well then, if you can't stand to upset your cat, your only other option is a cat enclosure for outside. I suggest searching google for images and prices, but they tend to be loved by cats. Many are like big, caged jungle gyms for your cat where they can safely breathe fresh air, watch the world around them, and snooze in the sunlight without putting them or other animals at risk.
You can even make one yourself if you've got the skills.
