Ponies are pretty happy with the territory they have, and there would be no popular support for expending blood and treasure to expand into territory you'd have to take by force of arms.

One juvenile dragon in Ponyville was more than even the Wonderbolt's first responders could handle. You would probably need a full platoon of Royal Guards with an Alicorn to lead them to even face one elder dragon.

Ponies invading the dragon lands is like ants invading a house.

A platoon stands as much as twenty to forty men, wherein a suitable force capable of engaging a dragon would be diversely equipped and primarily Unicorn and Pegasi operating in unison behind the aforementioned Alicorn. You would likely need a company of a hundred and seventy to handle even a Juvenile dragon.
