Why does Rarity consistently have the best episodes of the show?

Because she's a very versatile character. She's serious enough to play a straight man while silly enough to take a comedic role. She's mature enough to act as a mentor while flawed enough to make mistakes and learn a lesson. She's well meaning and resourceful enough to play a protagonist while being reserved to act as a secondary character. She has good chemistry with the entire mane 6 and acts well on her own or with others. Her personality is strong enough that it's easy to grasp for first time viewers while having enough depth and nuance that she doesn't get stale and become flanderized. From a writer's perspective she's an incredibly adaptable character and can be placed into any scenario with relative ease.

The chemistry thing is probably the biggest factor in her episodes though. While Twilight may have the most interactions with the rest of the mane 6 it's Rarity who has the most genuine interactions with them in that she actually feels like a friend with them. Most of Twilight's interactions with the main cast takes place in the form of leadership and not of friendship.
