Fluttershy has canon biggest boobs. Rainbow Dash has a decent set herself, I dislike the girl, but I will admit that. would have to be Pinkie Pie or Twilight.

Where would you even get that idea? It's pretty much the opposite. The pony version was the lankiest filly, which doesn't mean much, but it would be stupid to put her above the others who were pudgier. She was a model aswell, most models are flat.
