Clothing is a status symbol or identifier in upper echelons society and a vanity item everywhere else save for certain types (construction gear for the job, sweatsuits for those who are into exercise, ect).

Rarity caters to those tastes for the former, hence having Canterlot and Manehattan stores, and to those who visit Ponyville or have need of such a service there at her local boutique (which, presumably, is closest to where she acquires her gems for her designs). Here, she can also create and mail her newest lineups or designs for dresses.
