You'd think she'd be closer to Twilight but it's not the same as Twilight with Celestia. Spike is the hero of one far off place; Glimmer the villain of another. Both meeting in middle ground that is Ponyvile. It shouldn't make sense.

I think it helps that they're both roommates. Spike is there when Glimmer loses her confidence and both can open up. There is too that Glimmer doesn't hold official rank over Spike like Twilight and Spike can be more loose. No bizarre boss/sister complication too.
