Since the population of Equestria is mostly pretty sane (if mildly neurotic), either Luna is vastly overstating the damage that can be done to ponies by their dreams or there's some other factor we're missing.
One possibility is that serious psyche damage is only a thing once dream magic gets involved. Normally nightmares are a passing thing for ponies - you have one, it sucks, you barely remember it after waking up, and you move on. Once Luna's dream magic gets involved, though, it lets her disperse the nightmares, assure a peaceful rest, and even confront the emotional issues behind the Nightmares. But if she invokes her dream magic and then lets the nightmare run rampant, the dreamer is fucked.

That's not the writers, it's the animators.
Usually a writer (for a cartoon, sitcom, film) isn't even allowed to give visual hints in their script.
The reason for this is that each group of specialists shouldn't feel restrained or bogged down by "amateurs" from other groups.
Especially for big budget films this is true, where a writer's script is first rewritten by other writers (acts as editors and second opinion) before finally turned into a storyboard by yet another group of people.
