Its especially appalling when considering that one's bitterness led to the existence of a Nightmare disaster. The fact that Glimmer was actually SCARED shitless of the possibility that they couldnt reconcile at all and what may come of it when Celestia didnt even entertain the thought of the issue speaks volumes.

The other map episodes needed the other pony though, even if the problem usually had one pony resolve the whole thing. Twilight had to freeze all the ponies to get them to listen to Fluttershy, Pinkiepie helped ease Gilda and Rainbow Dash to make up, stuff like that. Twilight Sparkle sorta came along in a sense, but she was a literal no help, hence why she wasn't summoned.

Twilight could have convinced them to try swapping places in the first place. As Celestia's student, a pony who's assisted Luna with fitting in, and just being an alicorn equal to the three, they could have valued her take on their squabble to see who is truly justified.

Again, it was never to that extent. She did go crazy in that episode, but it was gradual, not instantly and continuous. Twilight has the same problem with Pinkiepie, the writers take the extremes of their character tropes and makes it go on for the whole duration of the episode.
